Our history

Set up in 1974, we are a traditional, community based housing association. We pride ourselves on working at a human scale - getting to know people, understanding our homes and playing our part in the wider community

With a portfolio mostly made up of general needs housing, we also have some shared ownership properties, leasehold properties for the over 55s, an older persons housing scheme and some supported housing for people with learning difficulties.

In our earliest years, the organisation was fully run by volunteers and over time staff began to be employed to take on more administration, management and governance.

Our first office base was a small room rented from the Voluntary Centre at the back of Winton House in the High Street, Petersfield but by 1988, the Winton House Trust agreed to build an extension to the back of the house with two rooms as an office for us.       In 1994 the office was moved to larger rented accommodation at 28 The Spain and five years later in 1999, to 32, Lavant Street,  a three-storey building plus basement was purchased.     In 2020, we moved to our current office at 32 Dragon Street in Petersfield and the office in Lavant Steet was converted into a two bed flat.

We are a member of the National Housing Federation and Placeshapers - an organisation that represents place based housing organisations across the UK.   We are also members of TPAS - supporting resident involvement in our work - and Housemark - and organisation that helps us to benchmark our performance with other landlords.

We continue to be members of the Wayfarer Consortium, a group of associations dedicated to increasing the supply of affordable housing in Southern England.  Wayfarer helps PHA to develop new homes, taking on a lot of the more complex elements of the development commissioning and management as well as managing funding from government.

In 2023/24, we fully reviewed and revised our business plan in line with a new vision and mission.   This focuses on making our community a great place for everyone to live, learn, work and grow - with a shared sense of belonging.   Our primary part in this is to provide good quality, affordable homes, backed by excellent, people centred services.   Beyond that, we want to use our talents and assets to support other organisations and initiatives that can impact on our mission.   We are a deeply collaborative organisation and aim to work with others and without ego to make progress more quickly.
